BIOS Joy_Digital tests with Joy 1 affecting Joy 2 readings

I remember seeing somewhere that under some circumstances Joystick 2 shows movement readings, even when not connected.

I'd doing some tests and it looks like Joy 2 shows Up movement when I move Joy 1 either Up or Right. (I'm getting C81E showing 40 when either C81B or C81C are showing 40, with Joystick 1 & 2 enquiry Mux's set to 1, 3, 0, 0.) 

Is this normal behaviour?

Normal when controller Port 2 unterminated AFAIK.

you can see it clearly if you run the test cart joystick test with one stick there is a bit of overlap between controller readings.
