I generally use the command line based AS09 compiler and VECX emulator for initial development, and then use ParaJVE when I'm, up to testing game-play, graphics presentation and sound. With the final testing being done on the real hardware.
Forgot to say I use Notepad++ for editing, and don't use anything other that a pen and paper (or sometimes just in my head) for defining the graphics.
All this is run on a 32Bit duel CPU PC that I have set-up specifically for programming (Vectrex and other stuff, VIC 20, XNA/MONO with older Visual Studio etc).
I've recently been playing with the VECSOUND and VECDRAW utilities to see if they would be of any help with making sounds and graphics. But so far I haven't used any of their out put in a game.
So is there any particular emulators or utilities that you use or prefer?

My setup has been. For graphics: Photoshop vector export script. 3Dsmax Vector export script.
Notepad++ with syntax highlighting Batch file (run from Notepad++) AS09 (run from Batch file) AutoIt (run from Batch file after AS09 finished) ParaJVE (run from Autoit, if already running reloads rom using Autoit)
I also have a setup to debug in DVE using DOSbox.
Whatever the setup I go for the fastest turn around, least user input to test.
