You sign up for the newsletter by posting a comment on any article, and then under the form it has a checkbox saying "sign me up for the newsletter".
The password was for the people who had early access yesterday via the newsletter. The ordering should have been back live 11am this morning I believe, I guess he hasn't gotten around to it yet. Or there were so many orders yesterday he has to be careful not to sell too many (there's only 100 copies of DC/Nox to begin with).

I tried checking all day long so I could order but the page kept giving me the same message. I've not been able to order so I emailed to see if I still can.

This game is not limited, however there were apparently so many sales of NOX/Deathchase in the first several hours that they had to make sure they didn't oversell them. They closed sales and have probably been too busy with the Revival Convention.

Just got mine in the mail. This is a really fun game and I love the soundtrack of the opening screens. Well worth adding to your collection.
