I do not have a TI. I bought these items recently because I was curious about the joystick and I couldn't find any information or schematic for it and there happened to be one for sale on ebay. .. I thought since it was MB and analog and had 4 buttons and used 9-pin connector that it might have enough in common to be adapted to Vectrex. .. It doesn't.
It only uses 5 or 6 wires to pin out. Vectrex uses 8 or 9 I think. The analog controls are wired much differently than Vectrex and I don't understand it.

Headset and Power Supply have been dealt now. Joystick is still available.

No I don't know exactly, early 80's I suppose, and then into the 90's. The one I am getting has a selector switch for Amstrad, Commodore, Atari etc. They later made one for the NES. They made gameport PC connection analog version also. It looks like there are two design themes they used, the other being kind of a more arcade panel form. They use IL joysticks which I thought were Italian but maybe they are Spanish. For a split second there I thought that Telemach Pro on that page was a Vectrex Wish it was turned on when they took those photos.
