I checked, and it is a combination of both. There is a menu maker software (Windows executable) on the SD which creates the boot menu from the games copied to the SD. PM me your email, and I'll be happy to send you a copy.

All VecMulti have a set of pads to install a set of header pins, or to use for direct connection. This is used for a serial connection to VecMulti. It's is up to the user to provide a USB-to-Serial convertor for connection to VecMulti. On the board the row of pads for the serial connection is annotated with the label "DEV" at one end of the row. Here is a set of VecMulti comparison images showing the "DEV" "header location on the boards. Green arrows point to the DEV header pad set on each board. Here is the note from the file ".\ReadMe.txt" located in the root folder of the micro SD Card. "Dev option ---------- This mode is activated when the cart is powered-up without a card inserted. It is used with the VecMulti loader software and a USB-serial adapter. Connect the dev header as follows - [top of PCB] • - PC GND • - PC TX • - PC RX • - Not connected "

Since there have been some questions about the procedure to update a VecMulti with a new game, here is an answer I have recently sent out to another owner. Windows PC specific. But should be similar if using the Macintosh version of MenuMaker. Adding games to the VecMulti cart is easy. Instructions on the process are include in the micro SD card. The process basically goes like the steps below.
• Locate the Vectrex game binary you want to add.
• Remove the micro SD card from the VecMulti cartridge. Removal is accomplished by pushing in the micro SD card to unlatch it from the socket slot.
• Place the micro SD card into your computer's memory card reader.
• Copy the Vectrex game binary onto the micro SD card in the folder with the title "\Games".
• Then in the root folder of the micro SD card ("\") locate the Microsoft Windows Vectrex Menu Compiler program named "MenuMaker.exe";.
• Run the Vectrex Menu Compiler program "MenuMaker.exe"; program. Microsoft Windows may ask you to confirm that you want to run the program. It is safe to do so.
• Shown after running the program is a single window displaying the window title "MenuMaker".
• In the MenuMaker program windows will be displayed a single button with the word "MAKE".
• Press the "MAKE" button.
• While MenuMaker program is running and building the button text will change to display the word "WORKING".
• When MenuMaker program is finished running the button text will change to display the word "FINISHED".
• Remove the micro SD card from your' computer's memory card reader.
• Insert the micro SD card into the VecMulti cartridge. Insertion of the micro SD card is completed by pushing in the micro SD card into the SD card socket slot until the micro SD card latches into socket slot. Once inserted into VecMulti the micro SD card should be flush with the cartridge case.
• Insert VecMulti into the Vectrex.
• Turn on the Vectrex.
• Wait for the Vectrex to boot up and display the VecMulti program selection menu.
• Scroll through the menu to find the Vectrex game binary added the micro SD card.
• Select the new Vectrex program and run it.
• ENJOY!

I didn't read everything above, but if it is a very old version, without SD card, then it would be maybe the Vecflash, also from Richard Hutchinson. Don't know if in the past both versions existed, or first the Vecflash and then the Vecmulti. I think the files / links can found somewhere in Atariage forums or somewhere else in the internet, if not, let me know, then I could provide the necessary files. But the Vecflash is clearly labeled with Vecflash, not Vecmulti. If you clearly have a Vecmulti, then the links above from the other guys should help.

I pushed my VectMulti in at an angle, and something snapped inside. The PCB now slides around. It still works, but I need to push on the SD card slot - failure to do so results in the PCB sliding, with the SD slot jutting out. The connectors end up buried inside until pushed out.
Any idea on an easy fix? Open it up? Superglue the SD card portion of the PCB?

You've probably snapped 1, 2 or 3 of the studs that locate the PCB in the case.
Assuming it's the same as my two VecMultis, the 3D printed studs aren't that strong-looking. Fortunately the case does come apart quite easily, you need to slide your fingernail around the lid and slowly prise it off, then you can get inside and see what's going on.
You can probably super-glue or apply an epoxy resin to really secure the studs back into position.
