Hmm, maybe some connectors were displaced during shipment. Did the seller say there was a video problem? If not might be worth opening the back and jostling the cables on the logic board (the horizontal board). If you don't know what you are doing keep away from the CRT and vertical board to avoid the risk of shock. Potentially, the part that fits onto the neck of the CRT has slightly displaced during shipment. If you don't know what you are doing get an electronics expert to look at it. There could be any number of problems with respect to component failure, so you would have to investigate each aspect. My next guess would be to look at the 6522 - Vesatile interface adapter (VIA) - (IC207)

Might need to adjust the horizontal and vertical size pots (R401, R408).
There are also X/Y centering adjustments on the CRT yoke.
Watch out for high voltage on the power board.
