VF carts are sought after by players due to the arcade game conversions on the platform and because they're exclusive/rare, they're occasionally on eBay for $£1000+.
Assuming you're talking about 6809 programming, you can start with VIDE emulator, it's very good.
When you want to run code on the physical Vectrex, try a VecMulti cart (available new on eBay or from the creator on AtariAge), VEXTREME cart (not many around, you'd need to get lucky, or make your own, it's open source) or PiTrex (more fiddly to setup and use), $100+ for each of these.
